This reform consists of a centralized procurement and decentralized distribution system. Throughout SPS and SIAPS projects, Ruphin has played a key role in supporting activities pertaining to Rational Use of Medicines through the implementation of Drug and Therapeutic Committees for the first time in DRC.
Similarly, he has been the first health professional to support the implementation of a Pharmacovigilance Center in DRC. Furthermore, Ruphin has been involved as a consultant in many project implementations including the WHO interventions regarding the assessment of pharmaceutical management systems in DRC. The last WHO intervention in which Ruphin provided his technical expertise as a consultant led to “Mapping up Health Interventions in DRC”, a reference document for DRC MOH.
Since 2009, his contribution has been very valuable for the implementation of USG funded health projects, especially SPS and SIAPS programs in DRC.

Robert Tuala Tuala has more than two decades of experience in pharmaceutical system strengthening (PSS) with a holistic and cross cutting expertise in key building blocks of health system strengthening consisting of pharmaceutical governance and transparency, institutional and individual capacity building, pharmaceutical information system, and pharmaceutical care and service delivery.
Robert TUALA TUALA is an experienced independent Consultant who is strongly result-oriented and excellency-driven. In January 2024, Robert TUALA TUALA was assigned to support the establishment of Front-Line Action for Health, a DRC locally founded organization specialized in Pharmaceutical System Strengthening and Supply Chain Management System.
During the past 10 years, Robert TUALA TUALA worked as Country Project Director for the USAID-funded Medicines, Technologies and Pharmaceutical Systems (MTaPS) program implemented by Management Science for Health (MSH). As a consultant, Jeremie Fikiri worked with Management Sciences for Health (MSH) in the United States as Supply Chain Specialist, supporting country teams under the USAID-funded MTaPS program in 2023. Narcisse Embeke is a physician, public health specialist, and advocate with more than 15 years’ experience in DRC. He is the current Director of service delivery for the USAID-funded Integrated Health Programs for the DRC (IHP-DRC). He provides technical leadership in the areas of reproductive, maternal, neonatal and child health (RMNCH), nutrition, malaria and TB. He ensures that services are of high quality and fully integrated. He leads RMNCAH activities for 178 health zones (districts) and acts as technical lead for more than 7000 health facilities and more than 3000+ integrated community case management (iCCM).
Dr. Naia previously served as Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) Director, USAID-funded PROSANI and PROSANIplus implemented by MSH and the Technical Health Advisor for MSH's USAID-funded Leadership, Management and Sustainability (LMS) program where he developed the program’s strategic plan for child survival, maternal health, nutrition, and WASH, and provided technical supervision on project implementation in 27 health zones.
Prior to his work with MSH, Dr. Naia Embeke served as Medical Coordinator for the Christian Church of Congo, where he was a key player in the re-introduction of vaccines in the Tandala health zone serving over 230,000 people.
Dr. Naia Embeke was the lead implementing partner representative on the UNICEF-led global Diarrhoea and Pneumonia Working Group and a member of DRC’s Integrated Management of Childhood Illnesses (IMCI) coordination group.
